Acerta is a Mexico-based company with more than 20 years of experience integrating solutions to process mass information. They were bidding for a government project that would develop a biometric enrollment system for the National Tax Recovery Agency of Mexico (SAT). SAT needed a flexible enrollment system to biometrically enroll 10,000 citizens per day. The requirements included capturing fingerprints, face, iris, signature and documents using online and offline stations nationwide, a biometric background check against 15 million personal records and more than 10 external services needed to be checked in order to issue an official Electronic Signature certificate for each citizen. There are 12 process variants with the possibility to work for other companies or government agencies.

Team TrueTech created a distributed system with a rich JavaFX front end, asynchronous communication using Redhat JBoss Fuse middleware, Apache ActiveMQ, and a Java EE backend able to store information on database (Oracle or PostgreSql), filesystem or any CMIS-compatible ECMS (Enterprise Content Management System). Dermalog AFIS was integrated to perform fingerprint and iris identification.

The SAT project’s SLAs required high levels of quality and enrollment timing or 1% of the contract’s fee would be deducted per failed enrollment. By using the new enrollment system, Acerta was able to win a 4 year bid with SAT and has enrolled over 5 million citizens in the last 2 years. They have also won several other bids in Mexico including one with BBVA Bancomer Bank.
