The National Center for Health Technology Excellence (CENETEC) is the agency for the Mexican Health Ministry in charge of governing eHealth. Government health units provide more than 30,000 teleconsultations per year. Each health unit uses the management technology of their choice and are usually not integrated with other systems inside of their organization which results in medical information needed during a teleconsultation being communicated without standardardized practices and is not available for follow up patient care or further analysis.

Team TrueTech helped CENETEC and the medical technical committee to define a national standard for teleconsultation note based on ISO/HL7 CDA, IHE Health Story Consolidation. After that, Team TrueTech helped Sinaloa State Health Services, Zacatecas State Health Services and Mexico State Health Services to implement the generation of electronic documents inside their custom Electronic Health Record (EHR) software. Finally, OpenCDE (Vendor neutral Document Archiving System) from Clinical Document Engineering was deployed and integrated with each project partner using HL7 RLUS and SAML standards.

This project allowed all partners to generate compliant CDA documents (Clinical Document Architecture) and gather a central EHR for patients receiving remote care. Thanks to OpenCDE, patients can now download their personal health record with Blue Button compatibility.
