SEDESA is the government agency in charge of a 30 public hospital network in Mexico City. Everis and Telmex were contracted to deploy an Electronic Health Record (EHR) and Hospital Information System (HIS) for them. Some of the most difficult challenges they experienced involved accessing the unique patient identity of over 3 million patients while unifying their health record across 10 legacy systems.

Team TrueTech helped Everis, Telmex and SEDESA to develop a Master Person Index with custom rules using the Oracle OHMPI product. A new Mexican standard for Continuity of Care Document was defined localizing ISO/HL7 CDA R2 and IHE Health Story Consolidation CCD standards. Oracle Health Information Manager (OHIM), ehCOS ClinicalShare and a custom integration were implemented to generate a unified EHR for each patient across the hospital network. Oracle SOA Suite for Healthcare was deployed and configured to integrate the suite with legacy systems (pharmacy, legal procedures, abortion registry, public health insurance, free public medication system, emergency response units). For interoperability at the Medical Facility level, HL7 v2 implementation guides were developed and implemented using open source tools like Mirth Connect, Apache ActiveMQ and Mule ESB. Laboratory Information Systems (LIS), Radiology/Imagenology Archiving Systems (RIS/PACS) and Blood Bank systems were also connected.

As a result, 3.1 million unique patients have been treated using the new solution and an average of 2,000 health episodes are concluded each day. The main benefit has been providing patients with all of their health records in a secure digital format that is accessible through any hospital in the network providing more rapid care. Another advantage has been the improvement of managing doctor appointments, lab tests, prescription submissions, and auxiliary diagnosis which promotes patient safety.
